It is more about why to develop plugins. Usually, developers have a tendency to create functions and files for the reusable code. Moreover, they submit the code on to forums to help and contribute to the open source WordPress community. But the majority of the WordPress sites and its organizers are no longer developers. WordPress has a great backend UI which emits the need of developer once the site is developed and deployed. The developer only comes into the picture either when the site breaks or there is some actual new requirements (that plugins cannot fulfill). The website manager would likely look for a plugin first to implement new needs before contacting developers. Hence, it is better to develop a plugin and upload it to WordPress.org which would be a contribution to the bigger audience rather than just developers.
